USAID’s Office of Education uses a strategic approach to learning in order to focus our research, fill gaps in the evidence base, and improve outcomes to achieve our 2018 USAID Education Policy vision. To achieve these objectives, we worked with key stakeholders to develop learning priorities that span the spectrum of USAID’s education programming. They include:

Each learning agenda was produced in consultation with regional bureau education teams, mission staff, implementing partners, other donors, and education researchers.

Foundational Skills Development Learning Agenda

USAID defines foundational skills as reading, math, and social and emotional learning. This learning agenda comprises part of a collection of prioritized learning questions developed by USAID’s Center for Education. It presents USAID’s key learning questions about literacy and numeracy development, from pre primary education through adulthood.

Education in Crisis and Conflict Learning Agenda

Education in Crisis and Conflict (EICC) is a priority area of the USAID Education Policy. This learning agenda comprises part of a collection of prioritized learning questions developed by USAID’s Office of Education in collaboration with USAID mission staff and partners to advance learning activities with the goal of developing learning products that are used by staff and partners in program design, implementation and strategic planning. 

Youth Workforce Development Learning Agenda

Youth Workforce Development is a priority area of the USAID Education Policy, along with early learning, higher education, and education in crisis and conflict. This learning agenda comprises part of a collection of prioritized learning questions developed by USAID’s Office of Education. The Learning Agenda is intended to guide the generation of evidence to inform USAID education program strategic planning, activity design and professional development.

Higher Education Learning Agenda

The Higher Education Learning Agenda defines Agency-wide learning priorities in higher education across sectors. It was developed collaboratively with over 100 individuals from USAID Missions, USAID Washington, implementing partners, and other stakeholders. Its implementation is intended to inform and improve the effectiveness of USAID strategic planning and programming, as well as improve knowledge and practice across the higher education ecosystem of USAID partners.
